can any one share a link or details to apply for ILR outside the Immigration Rules ?
what kind of circumstances Home Office will consider ? Any relevant Law?

Please advice

You need 5 years or 10 years legal residence to apply for ILR.

There is no 'outside the immigration rules ILR' unless you have held FLR(FP) for 5 or 10 years.
