28 days prior to the full 5 year residence

Hi guys,
so I entered the UK on the 8th of September 2015 under tier 2 (General) and am about to apply for the ILR. I have heard that you can apply 28 days prior to the entry date but I have also heard that I can't if my visa does not expire by then. My tier 2 expires in June 2021. Does this mean I need to wait till September this year to apply or can I still apply 28 days before 8th of September?

You can apply up to 28 days before completing 5 years counting from visa ISSUE date OR anytime before current visa expiry.
