ILR for Spouse and children

Hi
- A parent (let's say parent A) has ILR already (after 3 years on Tier 1 talented visa)
- Another parent (let's say parent B) and three children will apply for ILR (5 years of residence) this winter.
If the parent B gets refused for some reasons, do the home office still grant ILR to the children?
plus, can parent B appeal to the home office?
