We are in process of applying our ILR and we are stuck only because of this point below:

If you have added a spouse or civil partner to this application form who is applying at the same time as you, please provide documentary evidence of cohabitation since you were last granted leave (up to a maximum of two years). Evidence provided should cover the whole period and be in the form of official letters or documents, addressed to yourself and your spouse.

I am failing to understand what needs to be done here. So any help will be appreciated.

Our last Tier2 visa renewal was done in Nov 2018 and we completed 5 years in UK in Dec 2020.

The only document which we have with joint names for myself and my wife are
- Council Tax for last 5 years on 3 different addresses ( 2 tenancy + 1 ownership)
- Rent agreement (2 tenancy agreement)

Apart from this the only official document she has her name on is an bank account statement and Polling booth card.

Will these be sufficient for as cohabitation proof for our application please?

You need 3/4 different sources covering last 2 years i.e. every 3/4 months. Ideally in joint names, otherwise top up with sole name but same address. Any source can be used.

Will a letter from Mortgage Broker regarding acceptance of offer will be acceptable?

This looks fine. You do not need any tickets though. You can add anything like NHS letters, driving license, virgin/sky contract etc also.
