ILR Pre 2012 Rules

Hi, I was wondering if anyone could help as I cannot find any information on my wife's visa.
I am a British Citizen and I applied for my wife's Spouse Visa before the rules changes in 2012. This was refused but was finally granted through an appeal and she was granted the 2-year spouse visa and arrived in the UK in April 2014.
She had, unfortunately, failed her Life in the UK test and had to apply for FLR which was granted 3 times.
The issue I am now facing is, in October 2018 my wife was granted another FLR and we left the UK in November 2018 for a temporary job I took in another country. We visited UK 3 times in 2019 for 4 weeks each time as we still have close connections here. My wife and I then moved back in February 2020 and she applied for her next FLR in October 2020. This was granted in January 2021 (Delay due to Covid) and she has been granted the FLR until July 2023.
My wife is looking to take her Life in the UK test again soon and wanted to know if we had to wait till the new FLR was expires (28days), before we could apply for her FLR, or could we apply as soon as she passes(fingers crossed) the test.
Arrived in UK - April 2014
- First FLR granted 2016
- Second FLR granted 2018
- Third FLR granted 2021
No long absences from the UK until November 2018 till February 2020.
