ILR salary requirment for Shortage occupation: Going rate requirement?

Hi there,
I am about to apply for ILR through the 5 years route and have some confusion about the salary rate to be eligible to apply.
I am Design engineer CODE 2126 and is on the shortage occupation list. Salary per annum is 28,000. This is 80% of the going rate.
In order to apply for ILR, do I need to have a going rate salary or is it exempt as it is Shortage occupation list?
"Salary requirements: You’ll usually need to be paid at least £25,600 per year unless the ‘going rate’ for your job is higher than this."
"You do not have to be paid £25,600 if the main job you’re sponsored for:
is on the list of healthcare and education shortage occupations
is on the list of all other shortage occupations"
As my job is on the shortage occupation list, is it exempt from the going rate?
