police certificate issue

hi,i have changed my old chinese passport for new one.Then i went to police office to register,but they take away my old certificate and give me a new one.I told her i need old one for applying 10 years long residency visa because there has my all address on it.She just give me a copy of old one.So can i use it to apply for 10 years long residency visa?Many thanks
