DEPENDENT TO ILR

Hi all,
I'm seeking an advice regarding the best way to apply for my wide ILR visa application . I am a British citizen and used to have Tier 2 visa previously. she is living in the UK and her current visa expire on 25-09-2023.
Here are some of the dates worth mentioning:
First visa issued: 19-01-2017
First entry to UK: 09-02-2017
Current visa expiry: 25-09-2023
Can you please confirm what is the earliest for her to apply for ILR application is it from the date of entry or the date of first valid residence permit? After applying for ILR when can she apply for British citizen?

Use first visa issue date. She can apply for naturalisation immediately after getting ILR as you are British

can i count then 28 days before the issue date or you recommend me to wait till the issue date then I apply. if I counted 28 days before issue date will I need to add these as absence days?

It's 28 days from completing the 5 years. The 5 years simply starts from the first visa issue date. Absences before first entry should be ignored

can I just know what form she need to use to apply for her ILR.
I used to have Tier 2 general and she has dependent visa.

one last thing hopefully,
my wife first bio-metric card was issued on: 19-01-2017 but because she applied outside UK first time to join me her visa on her passport was valid for only 1 month and was started from 02/02/2017. She entered the UK on 09/02/2017. so to count the 28 days will it be from the Bio-metric card issue date 19/01/2017 or the visa on her passport 02/02/2017. Once she entered the UK we went and collected her card from the post office.

I have submitted my wife application 28 day early from her first issue date and made the payment and booked for her Bio-metric on 20th of Jan 2022. Just wanted to make sure that I have submitted the thing correct and not early. She submitted her application of the 25th of December. we based this on her first bio-metric card issued date which is 19/01/2017 and not the entry clearance visa in her passport which was valid only for 1 month from 02/02/2017. I assumed the initial date is the earliest date between them as per your advice. hopefully this is correct and not cause her any issues.
Also, just with regard to prove we are living together in the last 5 years I have submitted Council Tax bills for the last 5 years as well as bank statements for both of us showing the same address and some gas and water bills for the last 2 years. Are these enough or I want more documents regarding this matter please.
