My husband is waiting for extending FLR FP visa at the moment. He would be eligible for ILR (10 years routh) soon. Is it possible to apply for IlR before receiving any news about his flr fp application? It is about 3 moonths that he has sent flr fp extention application.

You cannot have two applications. You can make a new application as a variation of the previous pending one. The question is did your husband apply in-time for FLR(FP) or he did not have a valid visa when he applied? This is important as he may not be eligible for long residence yet
