ILR Application Date

Hi
My wife's FLR visa expiring this 12th Dec'2023 and she will be completing her 9 year 11 months in UK on 23rd Jan 2024 (to apply for Long term residence ILR application). (basically 1+ month difference). should I apply for ILR just before it expiry (means on 11th Dec 23) and complete the biometric after 23rd Jan ? (instead of extending FLR)?
