Husband to apply for ILR

My husband has nearly been in this country for 2 years so will be making an application for ILR. I wanted to find out what is involved and what you have to do.

You need to download SET(M) form from the UKBA website. This will give you a list of documents needed for the application...including a minimum of 6 proofs of joint address spread over the full 2 years and covering at least 3 different categories. Examples are council tax statements, utility bills, medical letters...anything official. If you don't have 6 over the 2 years in joint names, submit additional ones in single names.
Has your husband passed the Life in the UK test or completed an ESOL with Citizen's content at an approved college? He won't be issued ILR without one or the other of these.Regarding the qualifying date for his application, what is the expiry date and what date did he first enter the UK on this visa? Do you intend to apply in person at a PEO (the more expensive option)...or by post?

I am confused about ILR for HSMP partner.
Can HSMP partner apply for ILR after 2 years, even if the main HSMP has not got ILR yet?
