Urgent, 10 years long stay

Hi,
Thanks for reading this post and I hope you will offer more clarification on 3 points.
1. Does having not paid a traffic penalty for a while affect the 10yrs ilr application? A friend used my licence without my permission and drove without insurance; I have subsequently paid the fine.
2. According to the new rules, when does one start to count continuous stay? Is it from date of arrival or is it from date of getting entry clearance?
3. Can one book a one-on-one assessment instead of posting? I think 5 years ilr applicants can but I'm not sure about 10 years ilr.

You haven't applied in the last 4 months, so what's the urgency?
1. MP's intervention may be of no use when service standards aren't exceeded.
2. When is the 10th anniversary of your arrival in UK? When does yout current leave expire?

Arrived in the UK on 12/09/2002, but it will make my life 100 times easier if I can get ILR by 01/09/2012. Without premium service, I don't know how.

it expires on 28/02/2013, but is possible apply under any reason earlier than 28 days before 10 years. If you have Biometric info already taken from previous application, does that cut some time?

Not if you have enough valid leave to apply when you become eligible. If you do choose to apply early, your application will be put on hold (if not returned).

No. One needs to provide biometric information every time they apply.
