EEA family permit - 5 years - what is next

Hello people,
I am an EEA-national and my husband (non-EEA nationa) Pakistani
He received his 5 years EEA family permit.
As far as I understand he has the same rights as me but because his immigration staus is limited (5 years ) and not forever like indefinate he willl not be eligible for benefits or only for some where the government body will check the status and stuff.
I know that I can claim benefits but the question is will it have negative influence on his application after 5 years? >>>
Because for the sponering of this EEA family permit for 5 years they checked my work history and that I am not claiming an public funds.
So what if I start now (I can't pay my council tax it' s to high, and we are living in our own flat now)
Could you please tell me what my husband will have to apply for after those 5 years and what documents we will need and if I claim for public fund if it will have bad influence on his application after those 5 years.
