EEA Family permit(Any financial source necessary)?

When a UK citizen or PR in UK want to get his/her spouse, partner, fiancee, he/ she has to prove an income of over 18,000 annually; Do the EEA citizen need to prove any financial source in the case to bring her/ his spouse, partner or travel with him/ her to the UK, or to any other EU country?

No, there is no financial requirement, the EEA person just needs to be exercising treaty rights (working usually)

Does the EEA person need to be settled and working in the UK allready when the application submitted or may both of the partners ( EEA person and her/his partner) apply before they want to enter UK for an EEA family permit for the non EEA partner for the purpose to search a job and settle down in UK?

The EEA national need not be settled. Exercising treaty rights is sufficient.

The second option should be easier, if they applied the regulations correctly.
