PR application questions - about sponsor & family member

Hi Guys
I am about to complete an EEA (PR) application for a document certifying permanent residence or permanents residence card under the eea regulations. I personally do not think it is necessay my partner indeed does.
We have lived here for nearly 8 years, registered by worker's registration scheme á lá Home Office upon arrival. Both employed and have been in work from the beggining, paying tax, never left the UK for more than 4 weeks at any single occassion during our residence. Also joint-owners of a freehold property. No dependants. When I'm completing the form the word "sponsor" keeps coming up which is very confusing. Not quite sure why whould any of us need sponsor. I am obviously trying to complete it as an EU-citizen and a family member, though not sure that an unmarried partner you live with qualifies as a family member for the Home Office.

If two of you is applying at the same time, then you can both fill one EEA PR form and you the EU national is the main sponsor and your partner is the family member according to the EU LAW. Make sure you and your partner put your most last 5years treaty right with the application, pay the relevant fee and within 6 month you may get your PR card through the post.

Because you have already in UK for 8 years and you qualify for PR after your first 5 years and on the 6th years you qualify for Naturalisation in UK if you wanted to. Just recently HO wanted everyone to actually provide evidence that you have PR card before you can apply for citizenship, but in your own case i think once you receive your PR you may apply straight away without waiting for another 1 year as you already live in UK for 8 years . Then you will need to proof that you both in UK for 8 years with your treaty right stuff.

1) As said before, whoever is the EU national is the sponsor, and whoever is the (extended) family member is the sponsored.

2) Yes, unmarried partners are indeed accepted as extended family members, if you can prove a durable relationship (usually through proving 2 years of cohabitation).

3) My burning question is: Does the one of you who is the extended family member have a EEA residence card in the first place??? If not, and if the extended family member is in the UK in any other visa category, for example, in the Tier system (study, work, etc.), then I do not think you are eligible to apply for PR under EEA:

as the extended family member of an EEA national and you’ve held a valid EEA family permit or residence card throughout


I ask No. 3, as otherwise, I do not understand how you don't know the answers above (as you would have done this before in order to obtain the family member residence card).
