EEA treaty rights if PR status was granted

I am an EEA national. I order to apply for my British citizenship I need to exercise treaty rights in the UK for a period of 5 years. After that I am automatically granted a permanent residence status. I then need to hold this PR status for 12 months to be able to apply for British citizenship. I have an option to apply for a document confirming my PR status after 5 years by filling EEA3 but I also have the option to skip that step and just apply for citizenship after 6 years.

My questions is: Do I still have to be exercising my treaty rights in those final 12 months, if my permanent residency status has already been granted?

Let's say that I was working for 5 years and did not apply for EEA3, and the next 12 months I become unemployed, so I am no longer exercising my treaty rights. Do I still qualify for British citizenship or not? Would there be any difference if I filled the EEA3 form and held the actual permanent residency card?
