restricted CoS - help re: Sponsorship Management System

Our company has a single restricted CoS which was granted to us on 9/4/14. We assigned it to a resource, but due to business conditions, failed to use it to get the resource on Tier 2 general.

Now, we have immediate opportunity and hence need to resource asap. However, on Sponsorship Management System (SMS), following the CoS number it states
Current CoS status: ASSIGNED
Current CoS status date: 04 April 2014
Date assigned: 04 April 2014
Expiry date (use by): 05 July 2014

I don't know if this is the expiry date for the CoS to be assigned (which we have already done) or expiry of the restricted CoS itself.

Can someone please tell me if we need to apply for restricted CoS again and once granted, assign to the resource or the resource can apply for a Tier 2 general right away

The COS should be used before the expiry date.

By USED > the COS should be submitted along with Visa application for processing.
If the EXpiry date is gone past by : A New COS should be raised and can be used after approval.
