medical help on spouse visa

i would like to know if somebody is on a spouse visa are they allowed to use the nhs doctors ?
if they use the hospitals is this classed as using public funds ?

Yes they are allowed to use NHS!

The NHS is not considered to come under the remit of public funds for this purpose (see, e.g., this section of the Immigration Directorate Instructions on public funds - the relevant section is section 4.2 - and people on a spouse visa are entitled to use the NHS.
