Student finance England

I have 2.5 years ILR dependant visa and there is a restriction (no recourse to public funds). I have been in UK over 9 years. Can I apply to student finance now?

As long as i know, you cant apply for student finance because they need to see your ILR card along with your foreign passport OR your British Passport when you apply for student finance

There is no ILR dependent visa....
