I believe that the moderators have given you all the advice necessary for someone in your situation, you simply should follow what they have said already.

Write a simple letter and explain your situation just as you've explained it here, it doesn't have to be too legalistic. Write directly to the team/caseworker who sent you the letter, also I suggest that you include a copy of the letter that came with the DLR decision.
