Surinder Singh route works for any EU country.

You'll have to exercise treaty rights in an EU country other than Slovakia for a while before returning home. Don't know how well-versed Slovakian authorities are in implementing this. Might be a bit of a struggle, you might have to get Solvit involved but as long as you were genuinely economically active in the other country you should succeed.

You need to live in the other EU country together with your partner while you exercise treaty rights.

Was your partner living with you in the UK?

I don't think the law actually specifies that you have to exercise treaty rights right before moving back to your country but I have seen cases in which residence cards were rejected because of a gap (of much less than 9 years). Don't know what happened to these cases or whether appeals were successful.
