Freedom of movement for PRC holders

I am just looking for the specific EU law stating the freedom of movement for PRC holders. Last time, when I was in Ireland, it took them a good 20 mins to check my visa before I was allowed to board. It can be really frustrating at the time.

I remember I saw Vinny/Jambo has posted relevant documents a few years ago. I just can't find it any more.

Please can anyone who knows send the links again?
