We recently tried the same with Nationwide. First our local branch tried to tell us that she would need 3 years residence in the UK, then this turned into just any proof of residence over the last 3 years (we lived abroad and came to the UK last December) but everything in English and no translations. Then she tried to apply online but failed again when she was asked for previous addresses (the system only knows about UK addresses). Nevertheless, two days later she got a letter telling her that an account had been opened in her name. She was asked to send proof of identity and proof of residence (the letter said explicitly 'current' address). Since she is a non EEA national she needed a certified copy of her passport which meant back to the branch again.
At this point we were already tired dealing with our local branch and decided to go to another one. This one turned out to be a Nationwide agent. They just made copies of the documents and sent it off to headquarters two weeks ago. We haven't heard anything since.
Lloyds on the other hand was no problem for me (EEA national). Later we changed this account to a joint account. No problem either except that they demanded my wife's passport (was with HO for six months).
EDIT: Got the Nationwide card today.
If it hasn't been said already: If you one branch says you can't get an account try another one.
