ILR Eligiblity Date

My Tier 1 Visa expires on 21 Dec.As per the 28 days ILR eligiblity window, Would I be eligible to apply for ILR on 23 Nov which is exactly 28 days as per the time and date calculator. Or will I be eligible only by 24 Nov which is 27 days before my expiry of my ILR.

Seniors, please throw some clarity as I am planning to book my PEO appointment if I am eligible on 23 Nov to apply for ILR.

Please sure you fully understand the implication of early application on your 5-year period absence as well.
