Proof of residency & medical insurance for EEA national

I also have an enquiry. I have been in the UK since 2004 and I obtained PR as a family member of EEA ( I came here as a minor and my mum worked here full time). I had medical insurance for a year before obtaining my PR however I cancelled it as soon as I obtained it as I thought its no longer needed. I have just applied for my citizenship and they written to me to provide 5 years of alternative evidence of residency and during that 5 years I was a student for 3 years however I no longer had medical insurance. Will this affect my application? OR does it no longer matter as I already have my permanent residence card that I acquired in September 2011? Please can someone give me a piece of mind I have been researching ever since they requested the extra evidence and cant find any answers.

If you have already acquired PR (and have not broken your residence due to any prolonged absence/s from UK since then) you do not need to exercise treaty rights in UK anymore.
(Of course you still could if you wanted to).

Do you have a 'confirmation of PR' card?

You will still need to submit adequate proof of residency in UK (as it has been requested) but that should be all.

Thank you for your reply I really appreciate it. Yes I have the PR card and I have sent it to them. They have sent all my docs back yesterday and asked for alternative evidence of residency since 2010-2015( till when I applied for British Citizenship). I got my PR in 2011 so its confusing as to why theyre asking. The problem is I have been a student in 2010-2013 and only had medical insurance for 2010-2011 as I acquired my PR and cancelled the insurance. So as they asking me to get confirmation from uni/employer etc it states that if Im sending them a letter from educational organisations I must include my medical insurance... which I only had upto receiving my PR. Im buffled. Is there anything else I can provide them with like child benefit letters or bank statements or will letter from uni be enough without certificate of insurance?

Proof of residency is different from proof of exercising treaty rights.
And this application is operating under UK law, with different rules & requirements.
You have proved you have settled status = PR for EEA nationals; (your PR card does that).

Applicants for the privilege of citizenship have to demonstrate residence in UK for the past 5 years (if not married to a BC).
Also proof they were physically present in UK 5 years (to the day) prior to date of application.
This is what caseworker is now seeking.

Just assemble any/all official letters you may have;
for example from university & employers, from local or national tax authorities, council tax, medical communications (including doctor, dentist, optician letters), any voter registration, drivers license.

Also submit any passports with entry/exit stamps; (I realise you may not have entry/exit stamps as an EEA national).

It's a bit of a longshot but some members (yes, even EEA nationals) have reported success with a SAR from UKVI that has shown evidence of their border crossings;
(hence evidence of residence in UK).

The caseworker is incorrect if asking for proof of insurance being held as a student when you already have PR.
You need to tell them this.

Thank you very much! I feel so relieved. The caseworker attached an appendix of which documents I should provide and that's where it says if its a letter from a university/college it must be sent with a certificate of insurance. OK so I should not have any problems then I am guessing. I will include the letter from university together with one year of insurance certificate and other documents including my benefit letter and newly registered self employed details. I was very worried and you have given me a piece of mind. I might include this in the cover letter to avoid any misunderstanding, even though they have already seen my PR and sent it back to me. You must have been sent a standard letter.

You should be fine.
The aim here is 'only' to prove you were residing in UK.

There is no question about whether you were settled; (having PR 'settles' that one - assuming you did not leave UK for 2 years after acquiring PR).
