Proof of residency is different from proof of exercising treaty rights.
And this application is operating under UK law, with different rules & requirements.
You have proved you have settled status = PR for EEA nationals; (your PR card does that).
Applicants for the privilege of citizenship have to demonstrate residence in UK for the past
5 years (if not married to a BC).
Also proof they were
physically present in UK
5 years (to the day) prior to date of application.
This is what caseworker is now seeking.
Just assemble any/all official letters you may have;
for example from university & employers, from local or national tax authorities, council tax, medical communications (including doctor, dentist, optician letters), any voter registration, drivers license.
Also submit any passports with entry/exit stamps; (I realise you may not have entry/exit stamps as an EEA national).

It's a bit of a longshot but some members (yes, even EEA nationals) have reported success with a SAR from UKVI that has shown evidence of their border crossings;
(hence evidence of residence in UK).

The caseworker is incorrect if asking for proof of insurance being held as a student
when you already have PR.

You need to tell them this.
