That's not fair.

I also believe (but stand to be corrected) that it is illegal to orchestrate a DOS attack...and bear in mind that this website it open to all.

I agree the 18,600 figure is a bit too arbitrary. I's not fair because some live a frugal life and don't draw all those benefit and housing benefit or cost of living is going to be higher in some places than others.
