Single status certificate doc requirement

As an applicant of a residence card as a family member of an EEA citizen, can the Spanish authorities ask me for a single status certificate? I have already provided my 'Proof of the existence of family ties to the citizen of the Union or the European Economic Area'.

The Spanish authorities do not specify the certificate as a required document on their relevant website: http://extranjeros.empleo.gob.es/es/Inf ... s/hoja103/

And the EU says it is not allowed here: http://europa.eu/youreurope/citizens/re ... dex_en.htm

Getting the certificate would be a long and expensive process. And if the EU says it's not allowed the Spanish authorities must obey, right? What should I do?
