NHS GMC registered Doctors reference

Dear senior moderators,
In the AN guidance it says references are accepted any member from professional body.I assume General medical council registered doctors (NHS) Come under professional body??? Please correct me if i am wrong.
IS GMC doctors reference accepted by H.O !!
