Applying Naturalization - got some questions - Please reply

Dear members,
My wife and myself got ILR on 15/04/2015 and preparing to apply naturalisation, I have two questions; 1- when we can apply? 2- I have received a warning letter from DVLA for road tax that your car is not taxed but I was paying by direct debit, I called my bank they said your DD is still active, DVLA said it's cancelled, do I need to mention this warning although it's not my mistake?

1) When you meet requirements.
Not before April.

2) If tax is paid then don't worry about it.
If action is taken against you then mention it.
