Here is an update, (as of 4 march 2016) I have received my "Document Certifying Permanent Residence". (See the detailed timeline above in quotes).
It has been 46 days since i sent documents and received them back. Minus 2 days, it is 44 day. (date on the document says its issued on 2nd March 2016).
Full disclosure; I was hoping to receive a driving Licence sort of card (based on what I read from this forum). But that was my misinterpretation. Now I realised that they send you upgraded version of your latest residence/ILR/registration Certificate, with your new picture on it.
Bulgarian and Romanians expect to receive same sort of Blue Registration Certificate with a new picture on it and in the type of document section it will say; type of document: "Document Certifying Permanent Residence". Which is what they ask for in British Citizenship Application form.
Now I am a resident since Feb 2008, the biggest question is, should I apply for British Citizenship, or do I have to wait another 12 month? Can anyone answer that for me please?
I think this is the gray(est) area and thousands of people in the same situation, puzzled and don`t know what to do.
Just because "Document Certifying Permanent Residence" says its issued on 2nd March 2016, does not mean I was only resident for previous 5 years to that date.
if the rule has not been changed in British Citizenship Application in end of 2015, I was not going to apply to permanent residence card (in fact they were advising that this was optional, if you feel like you could apply for it, but if you dont bother you did not have to).
I strongly believe that, this 12 month waiting time for British Citizenship application after obtaining permanent residence document, is not applicable for those EU citizens who has been resident in the UK for way longer than residency qualifying period.
Oct 2015 rule change really put all EU citizens in an awkward position, for whom were already considering to apply for British Citizenship.
What are your thoughts on this? Can anyone enlighten us on this?

Most people start receiving only after 5 months and a week. I would start getting anxious only after that. You are not even months over. Good luck

My case should be quite simple (hopefully...), because shortly after my arrival I have started working for my employer, registered for WRS etc, and it's where I've been since, no change of work, no change of address. But... there come my questions:
1. I have lost one of my P60 forms. Luckily my employer gave me another copy, but it has "duplicate" written on it with massive block capitals lol, so I wonder if that's accepted, or should I ask for something else as well from HMRC or something?
2. Some of my later P60s are "substitutes" too, I guess this means that they are done online now and they are printed, so is that going to be acceptable, or again, should I include something else with them just in case?
3. For one year, I don't seem to have any wage slips, is that OK to replace them with stamped bank statements?
4. I'm on quite a low income (working part-time) and I don't pay any bills (my partner does, who was the reason of the whole moving thing lol), is that going to be a problem? I have NHS and DVLA correspondence for most years I think, but they won't look at whethere I'm "self-sufficient", will they?
5. The leaves section of the form - do I really have to list all holidays I've left the UK for? I have only left for a week's period maximum since I moved here, but they have been quite frequent, do I have to fill these in? I can only remember last year's lol.
6. If for any reason my application will be rejected, I won't have to leave, will I? I've started studying too whilst working... if it gets rejected, I will still be able to continue and remain at my workplace, and with my partner, right?
7. How long do you think it's going to take? I want to have my card before the referendum lol.
Maybe I'm worrying too much lol but any reply would be much appreciated from you guys, thanks a lot! I might return with more questions, I haven't started filling in the form yet, I just had a rough look at the 85 pages and started gathering the documents.
