Ur entire paragraph doesn’t make much sense.
But.. ur not liable for council tax if you aren’t and weren’t living there. You must tell the council the exact dates you were living at the address.. after that it’s the landlords responsibility not yours.
Councils are pretty cool If you talk to them coherently.. sometimes you can come across difficult people. Hang up and talk to the next.

Sorry Mr Aman i will explain you more details its my mistake i will try to explain more clearly

i moved in this address in 2009 november and tenancy agreement was till april 2010 so i show the council my uni letter and they make it 0 till 2010 june

and in 2010 june my landlord said from now on the tenacy agreement will be in MR A and MR M name so i ask him and they will be liable to pay council tax

since then i am in this address as sub tenant and in 2012 in march i switch to student visa and then 2013 i applied for work permit which was refused and in 2015 i applied for tier4 again which was refused again till and in 2018 i got my flr (o) visa and in 2019 i got my ilr

Now the council say as you lived in there you are liable allthough i did not know they other two people paid did not paid council tax

now my question is i am happy to pay from 2010 till 2012 march as i was in psw but how come they ask me for 2012 march till 2016 as my last visa finished with full time student catagory with no work and no excess to public fund

You are liable for CT on the dates you lived there.
You need to write an emphatic letter stating the dates you lived there and put the rest on the landlord.
If you are unable to pay.. request the council to give you a payment plan. It’s not the councils problem that you had no job or couldn’t afford to pay. You are ineligible for benefits...
Council would rather get the money than take you to court as it costs more..
remember once in writing you cannot go back so think clearly of what ur gonna say..

Council tax issue is a civil matter. If you lived with others in a property as tenants, then ALL THE TENANTS will be jointly liable for the payment of the council tax. As this is outside the scope of the forum, I suggest to seek legal advice on your council tax issue. As your ILR has been granted, I can say your ILR case is now concluded
