Long residence

Hi everyone this board been a great resource for information, thanks for it.

But Unfortunately, I struggling big time to find the right thread. Can someone help, please.

I want to apply for (ILR) on a long residence basis. My 10 years are completing on the 3rd of February 2020 and can I apply 28 days before (6th Jan 2020) the due date 3rd February 2020 by using super-priority service and get a decision end of the next working day after the UKVCAS appointment done? Or do I have to wait until 3rd Feb 2020 (complete 10-year route) to use a super-priority service(get a decision next working day)?

I hope it makes sense.
