10 years lawful residency completes on 10th April,2020.

I urgently need some good advice;

Background:
My friend made an Application for ‘leave to remain’ under the category ‘family and private life 10 years’ for which she is in her 10th and last year. This was refused on 22nd December 2019. She logged an appeal on the 1st January 2020 and is awaiting a hearing date. The Qualifying time of 28 days before the 10 years End will start 13th March 2020.

Scenerio 1:
If no hearing date has been announced can she apply for ILR application on 10 years route on 13th March?

Scenerio 2:
If the hearing date is given before the qualifying time, let’s say 8th March, can she submit ILR application
(a) on same day service on 13th March while waiting for judge decision ?
(b) by post when she is waiting for judge decision?
(b) can she submit section 120 bundle on the basis of further grounds of 10 years lawful residence on 13th March ,before the judge’s decision?

Scenerio 3:
If a decision is given by the judge before qualifying time , will she still be eligible to apply for ILR ?

Scenerio 4:
What will happen to section 3C and 3D in scenerio 1 ,2 and 3.

During the appeal she has an extension of her status under section 3(c) and (d) on the Immigration Act. Yes she can submit SET(LR) from 28 days before her 10 lawful and continuous years, subject to KoLL and the fee.

Why was she refused FLR(FP)?
