ILR_Tier 2_General & Dependents inquiries

Hello everyone,
Wish you are staying healthy and happy at this special moment.
Here I've got two questions regarding the ILR applications for myself (Tier 2 General) and my families.

My first tier 2 visa was issued on 2nd Sep. 2015 while I entered the UK on 17th Sep. 2015 and my current BRP is valid until 29 Aug. 2020, so when can I start to apply the ILR, confusing with 28 days in advance of which date (5 years after the issue of the first visa, or entry, or 28days before my current BRP expires)?

My families (wife and kid)'s first dependant visa was issued on 4th Dec 2015 and their current BRP is valid till 29 Aug 2020 as well, so wondering when I am going to apply for ILR, what kind of visas should my families target? Are they eligible to ILR by then or if not still go for an extension of Tier 2 dependant?

Thanks a lot for anyone who could provide answers.

You can apply NO sooner than within 28 days before 2nd September 2020, the 5th anniversary of your initial visa ISSUE date.
