I have a problem

Please help me ... I don't know how to apply for British citizenship: with the settled status I have had since December 2019 or with my permanent residence card, which I have received since 2017.

You can use either.
If you are thinking which is better, note that it comes down to when you will be able to apply.
With Settled Status you will have to wait 12 months from issue (unless married to a British citizen) - that is December 2020.
With Permanent Residence card/document (as long as it states permanent) you could apply now (also could have applied since 2018).
