Yes you can cancel and rebook. However, if you cancel outside the 48 hours window you do not get the refund (if appointment was paid). But, I am sure, there would be a way to get the refund if you speak with the team. DM UKVCAS on twitter. Please note that if you cancel your appointment within 48 hours of your designated appointment time, or fail to attend your appointment, we will retain the full appointment price paid.
No effect on application.

Log in to your UKVI account. You will have a deadline there. Its usually two months. I think it will be around 25th November before which you have to submit biometrics. Since you are going for an appointment in second week of November you are okay. The letter you have received is a generic reminder. Log in your UKVI account and check the deadline.
As long you submit your biometrics before 26/11 you will have no issues.
