Which ILR application to submit?

Which ILR application to submit?

Hi,
May I please have help in choosing which ILR application [SET(O) or SET(M)] that I need to submit for my wife based on the details below?

She got Tier-1 dependent visa in November 2014 which is valid until September 2015.
In September 2015, I received ILR based on 5 year route on Tier-1 General.
We should have extended the Tier-1 dependent visa of hers but somehow went with FLR(M).
So in September 2015 my wife got a FLR(M) visa valid until March 2018.
In 2018, she got her FLR(M) extended and got the visa valid until November 2020.

Based on above dates, she has finished more than 5 years on FLR(M) visa.
Now I have two queries -
1) Which application should we use to apply for her ILR? SET(O) or SET(M).
2) I read in many forums that the ILR application should not be submitted before 28 days prior to the expiry of the visa. Does this stand true in this case as she has already been on FLR(M) visa for more than 5 years?

She may apply for SET(M) now, subject to D-ILRP.
