When can i apply for ILR (Spouse)

I know variation of this question must have been asked a million times, but apologies for asking again.

My leave to enter as spouse of British citizen was issued 24/08/2017 and valid till 31/05/2020. I entered the UK on 26/09/2017. I applied for FLR(M) on 08/05/2020 and got my extension on 23/04/2021, valid till 15/11/2023.

When can I apply for ILR? Is it 28 days before the expiry of my FLR(M), i.e. 18/10/2023 or anytime after 60 months of continuous stay in the UK, i.e. 26/09/2022
