MUltiple FPN & PCN - effect on ILR application

Dear All

I came to the UK on Tier 2 visa – May 2017, I will be eligible for ILR in May 2022

I have done very silly mistakes for which I had 4 FPN and one Parking charge notice

1. November 2018 - FPN for littering cigarette butt
2. March 2019 - FPN for littering cigarette butt
3. July 2019 - FPN for littering cigarette butt
4. December 2019 – Parking charge Notice for parking 4 hours (Maximum was 3 hours)
5. August 2020 - FPN for littering cigarette butt

All penalties were paid in the same day I received them. None to the court.
Never had points on my license or made any traffic offences.

My questions are
1. During my applications for ILR should I declare or not? One of my friends told me that I have to declare only the ones in the 24 months before application? having repeated environmental offencs of the same kind - am I going to be considered as persistent offender? - I quit smoking in December 2020

2. If it is mandatory to declare, should this have impact on my ILR application? And if it does, what are my chances to be accepted vs refused?

You do not need to declare them as they are NOT convictions but UKVI may view your repeated pattern of offending as having a poor character.
