ILR date to apply

Dear helpful members,

I'm due to apply for my ILR in January 2022, I have been issued Tier 2 visa as per the vignette sticker 11.2.2017 to 11.02.2017 along with my dependents. Our BRPs were issued dated 28.01.2017. I entered UK on 13.02.2017 and my dependents on 07.03.2017, could you please let me know when should I submit the application? 28 days before 28.01 (BRP issued date) or 28 days before 11.02(as per visa vignette sticker) or 28 days before entry that is 13.02.2017, when can my dependents apply, same time as me?

Thank you for the reply, if I'm correct I can submit the application set O for all of us 28 days before 11.02.22 and not 28.01.2022?
