Can a non Canadian mom apply for a Canadian visit visa if her daughter is Canadian is minor and living in Pakistan

Can a pakistani divorced mom apply for a visa if her Canadian daughter is minor (10 years old) and living in Pakistan.

Which category visa does she need to apply and what documentation does she need.

Does visa necessarily have to be linked to her daughter?

Can she not apply as a visitor, assuming she has funds/etc?

No she has no means to go by herself.
She wants to be linked to her Canadian minor which in my opinion will make her case strong.

That raises the question about the way she will actually go to Canada, if she has no means to go by herself - being a family member of Canadian citizen does not give any discounts on flights.

Going by Canadian visa checker (https://www.ircc.canada.ca/english/visit/visas.asp ), there is a super visa, but it's intended for children that are self sufficient and live in Canada, as it requires

a letter from your child or grandchild with a promise to financially support you for the duration of your visit in Canada.

I would not expect any sort of a tourist visa to be available for her case specifically.
She, most likely, can mention her child on the application, but I'm unsure if it will give her any weight.
