Is NARIC mandatory to apply for ILR as Skilled worker Dependant ?

Hi,
I am applying for ILR as dependant and i dont have NARIC certificate yet. I did my BTech from India and have Degree & MOI (Medium of Instruction) letter from university.Can i share these documents as dependant applicant rather than providing NARIC?
Reason for asking - My NARIC application is in pending state from last 3 weeks as ECCTIS is saying that they are waiting for my university to confirm on review process and my university is saying they haven’t received anything from ECCTIS. So not able to understand what to do in this situation?
