UK Visa application refund policy.

Hello board,

Three months ago I have applied for me wife UK Visa as dependent of Tier 1 migrant general with HSMP Approval letter and submitted 30,000 Rs. on the behalf of British High Comission Islamabad. After few days they have returned my wife application, due to applying into the wrong category and advised to resubmit it into the right category i.e. Tier 1 migrant general with the right visa fee which was 83,700 Rs. They have send me a letter along with my application explaining that

"The application is returned unprocessed due to applying into wrong category. Pay the right fee and resubmit it at any VAC center",
but they have kept the bank draft worth 30,000 Rs.

After few days I have resubmitted her application with the right fee 83,700 along with a fresh demand draft.

Now I want to apply for the refund of me first application fee ie. 30,000 Rs. Will anyone please guide me what to do to get my money back from the UK embassy pakisan.
If anyone has any idea or experience about the situation above please guide me and make me enable to get my money back from them.
