Earliest date to apply for Naturalisation?

Hi All

My Husband has just recieved his ILR(stamped 20/03/09). He has been in the country for 2 years since 24/02/2007

I understand that the current requirment is 3 years for a spouse of BC, what would be the earlist date we can make the application, would it be 24/02/2010 or 20/03/2010?

Can anybody shed some light on this, i am aware that there is a new bill going through parliament but just thinking ahead.

Under the current laws, if married to a British citizen, then 24/02/2010.
