African Wife coming to live with Irish Citizen living in Fra

Hi, I am an Irish Citizen living in France. My Congolese wife has applied for a Schengen Visa to come and live with me in France, however the application has been refused because they cannot 'transmit' our Marriage Cert. to France because I am not a French citizen! Any advise?

Where is the marriage certificate from? If not from Europe does it have the Apostille? If the country of origin is not part of the Hague convention (regarding Apostille) you may need some other certification.
