ROA 1974 Amendment to reduce Rehabilitation Periods?

NACRO recently presented a report to MP's.
Part of NACRO's objective is to reduce rehabilitation period for court fines to 1-yr.

At the moment any fine given in court (£5, £10, £20, £20000 etc) carries a 5-yr rehabilitation period.
Applications for naturalisation, employment etc will all require you to declare unspent covictions.
