wifes mother visa refused??

My wife applied for her brother and mum to come on a family visa to the UK. Her aunty sponsored them. Her mother has come twice before on the same visa sponsored by the aunty but was her brothers first time. They refused the visa for both of them saying that the sponsor did not have enough funds for their visit though they to had their own money. They said the sponsor did not have enough money without having to recourse public funds though the aunty can't have public funds as she works full time. The aunty already with the same salary brought two family members before including my wifes mother on previous visits and everything was fine so why now.

We just intrested In the mums visa

Should we just reapply addressing this suppose money issue or appeal?
