He also said he would be closing applications under the "tier one" route for highly skilled workers - because the cap had been reached."
Does that mean the cap is entirely full? That is my reading of that, in which case I feel sorry everyone who has not got through.

I just applied yesterday and got the message from vfs that "your application has been forwarded to British Embassy". now I hear that cap had been reached.
I believe this is a very bad attitude from UK immigration team by accepting the application fees and documents without informing the cap limit in advance.

If the cap is now entirely full I don't see how they can not refund your application fees. It is so wrong to take that much money from people without even reviewing their applications.

It is very poor, almost fraud.

I think they will return the fees... this is just my opinion.
If not they will face legal obligations..

All conjecture:

Because the cap stands foul of the law as on today, in my opinion, everyone who applied till today (and possibly tomorrow*) will be granted a visa, subject to the application being successful. I guess, instead of stating that the cap is reached and therefore Tier-1 (G) is being closed for out of country applicants, the Government will simply state that Tier 1(G) is being closed from immediate effect tomorrow.

*Due to the fact that the rule can not be implemented till later tomorrow (until cleared by the Parliament, by which time VFS in Eastern countries cant possibly stop accepting the applications) it could come into effect the day after.
