CoA scheme to be scrapped from 09-May-11, subject to parliamentary approval.
No alternate scheme / policy to be introduced to replace CoA.

Abolition of the Certificate of Approval scheme
On 4 April 2011 Parliament approved the Remedial Order that will abolish the certificate of approval scheme. This means that the scheme will end on 9 May 2011.
