Hi,
first of all student dependant cannot apply for HSMP in U.K. She has to aplly from India only. But a student can change stauts in U.K.

Are you sure about this? I would think the lady can apply from the UK but after getting her approval, she would need to return to India for Entry Clearance.

I think you're right about student being able to change status though.
